You have to consider impact and timeframe. If a goal conflict doesn’t have a big impact on you or the team, just let it go and carry the conflict—work both goals. The bigger the impact and the longer it will stay in conflict, the more likely you are to need to directly resolve it. For the really big issues, you may attempt to resolve, but if that fails your back-up strategy may be to elevate to a person with more influence or authority.
