Set the criteria: Without criteria, decision-making can go on endlessly—especially in a matrix, where individual criteria can usurp collective criteria and get in the way of the ever-present trade-offs required. Set the criteria (again, the more inclusive, the better) and keep them front and center for all those involved in decision-making. The criteria you use will also facilitate implementation—people are more likely to accept a decision that went through a vigorous criteria-based process.
